The Director (ITU & United Nations) at MOITT serves as Pakistan's focal point for all matters relating to the ITU, UN agencies, and international ICT organizations. The role is responsible for advancing Pakistan's interests in global ICT policy forums, strengthening international partnerships, mobilizing technical and financial assistance, and aligning national digital transformation initiatives with international best practices. This is a Grade MP-III contract position based in Islamabad.

Requirements
PhD in Electrical/Computer/Telecom Engineering, Computer Science, IT, Public Policy, International Relations, Economics, Business Administration or related field + minimum 6 years relevant experience. OR • Master's Degree in above disciplines + minimum 10 years relevant experience. • Demonstrated experience with international/regional organizations in ICT, digital development, or telecom sectors. • Proven experience in policy development, international negotiations, and multilateral cooperation. • Experience managing large-scale projects, donor-funded programs, or digital transformation initiatives. • Strong understanding of global ICT governance, telecom policy, and emerging technologies. • Experience in resource mobilization, donor engagement, and international partnership development. • Excellent analytical, drafting, communication, negotiation, and presentation skills.
Responsibilities
A. International Engagement & Representation • Lead Pakistan's engagement with ITU, UN agencies, and international ICT organizations. • Monitor and report on developments in ITU, UN agencies, and international forums. • Coordinate national participation in international conferences, study groups, and high-level forums. • Develop national positions, policy briefs, and strategic recommendations for senior leadership. • Represent Pakistan in international meetings, negotiations, and diplomatic engagements. B. Policy Development & Strategic Planning • Formulate policies to strengthen Pakistan's participation in global ICT governance. • Provide expert advice on AI, cybersecurity, digital inclusion, broadband, data governance, and emerging technologies. • Align national ICT policies with international standards and best practices. C. SDGs & International Cooperation • Monitor global SDG developments linked to digital transformation and connectivity. • Coordinate Pakistan's contributions to ICT-related SDG initiatives and reporting. • Develop partnerships with international development agencies and multilateral institutions. D. Resource Mobilization & Project Management • Lead identification and implementation of international ICT cooperation projects. • Prepare and negotiate project proposals for technical assistance and capacity-building. • Mobilize international grants, donor funding, and development assistance. E. Research, Innovation & Knowledge Management • Conduct research on global ICT trends, emerging technologies, and digital economy frameworks. • Benchmark Pakistan's ICT ecosystem against international best practices. • Develop knowledge products, policy papers, and strategic reports. F. Stakeholder Management & Coordination • Maintain working relationships with government ministries, diplomatic missions, international organizations, and industry stakeholders. • Facilitate high-level meetings, bilateral engagements, and diplomatic consultations. G. Administrative & Regulatory Functions • Process Pakistan's responses to ITU/UN questionnaires, surveys, and resolutions. • Prepare policy submissions, briefing materials, and official correspondence for senior management.
