Saudi Arabia Exempts Businesses From 24-Hour Operating Fee

Saudi Arabia has exempted several business activities from the 24-hour operating permit fee. The decision was taken by the Ministry of Municipalities and Housing, providing relief to multiple sectors including fuel stations, hotels, and healthcare-related services. Under the new regulations, some businesses will be allowed to operate during nighttime hours with official approval.

Exempted Business Categories

According to the Saudi Ministry, several business categories have been exempted from the 24-hour operating fee. These include fuel stations (fuel dispensing services) and service centers located outside urban areas.

In addition, hotels, hotel apartments, resorts, and similar accommodation facilities will also be exempt from this fee.

Healthcare, Education and Public Services

The ministry further stated that pharmacies, healthcare services, educational institutions, wedding halls, and recreational rest houses have also been granted exemption.

All these sectors are considered essential services where continuous availability is important.

New Regulatory System

The Saudi Ministry has approved new regulations for 24-hour operating permits under the Municipal Licensing Procedures System.

Obtaining a permit will require approval from the relevant municipality and security authorities.

Operating Hours and Rules

Under the new system, the 24-hour permit applies only to operating hours from midnight to 5 a.m. The restriction will not apply during Ramadan and Eid holidays.

Employee and Location Rules

The ministry said rules will also be introduced for employee shift systems. Municipalities will decide which areas are allowed for 24-hour operations to ensure residential areas are not affected.

Labour and Women Employment Regulations

Operating hours will be implemented in line with Saudi labour laws, and regulations related to women’s employment will also be taken into consideration.
