NADRA Introduces Biometric Verification System for Vehicle Transfers in Sindh

The National Database and Registration Authority (NADRA), in collaboration with the Sindh government, has resolved the biometric verification issue related to vehicle sales and transfers following the Sindh Excise and Taxation Department's decision to make biometric verification mandatory for all vehicle ownership transfers.

Under the newly introduced system, both vehicle buyers and sellers in Sindh must complete identity verification before the transfer process can proceed. This verification can be carried out by visiting a NADRA registration center or an authorized e-center facility.

To make the process more convenient, NADRA has also enabled digital biometric verification through its Pa-ID mobile application. Citizens can complete the verification process from their homes using the app before proceeding with the remaining transfer requirements.

Agreement Requirement After Verification

Once biometric verification is successfully completed, both the buyer and seller are required to sign a written agreement on stamp paper. This agreement serves as an official record of the vehicle transaction and is an essential part of the ownership transfer process.

Submission Process at Excise Office

After signing the agreement, the buyer must visit the Excise Office located at Karachi's Civic Centre to obtain a token and submit the vehicle transfer application.

The Excise Department requires applicants to provide several supporting documents along with the application form to ensure a smooth transfer process.

Required Documents for Vehicle Transfer

Applicants must submit the following documents:

• Original vehicle registration book or smart card

• Copies of CNICs of both the buyer and seller

• Recent photographs

• Signed stamp paper agreement

• Clearance certificate

• Valid vehicle tax certificate

• Proof of residence of the buyer

• Vehicle inspection certificate

Failure to provide any of the required documents may delay the transfer process.

Vehicle Transfer Fees in Sindh

The Sindh Excise Department has also outlined the applicable transfer fees for different vehicle categories.

In addition to the transfer fee, vehicle owners are required to pay applicable token taxes. Payments can be made online through the designated system or directly at the excise office.

Vehicle Transfer Completion Timeline

After all documents are submitted and verified, and the required fees have been paid, the Excise Department will process the application.

According to the authorities, once the verification and documentation procedures are successfully completed, the vehicle ownership will be transferred to the buyer's name within 15 working days.

The new biometric verification system is expected to improve transparency, reduce fraudulent transactions, and make the vehicle transfer process more secure for citizens across Sindh.
