What Is the CM Punjab Kissan Card?

The CM Punjab Kissan Card is a Punjab Government agricultural financing program. It is for eligible farmers in Punjab and is not a nationwide federal scheme.

Bank of Punjab (BOP) is the banking partner. Registration and verification also involve government systems such as PLRA, NADRA, PITB, and mobile/credit checks.

Who Can Apply?

  • Land record: Agricultural land should be in Punjab and recorded in the applicant’s name in PLRA for the ownership-based eligibility process.

  • CNIC: A valid Pakistani CNIC is required.

  • Mobile SIM: Use a SIM registered against the applicant’s own CNIC.

  • Age: BOP’s published Kissan Card eligibility page lists 18 as the minimum age.

  • Credit history: Unpaid or defaulted financing may affect approval because banking/credit checks can apply.

Tenant farmers: Current public eligibility mainly focuses on land ownership. A lease alone should not be treated as automatic eligibility; confirm your case with the Agriculture Department.

Kissan Card Registration Step-by-Step

Follow the process in this order.

Step 1: Prepare Your Documents and Information

Before registration, keep these details ready:

  • Original valid CNIC

  • Mobile SIM registered in your own name

  • Updated PLRA land record

  • Fard/ownership document if additional land verification is needed

  • Correct district, tehsil, mouza/village, and acreage details

Step 2: Register by SMS on 8070

From the applicant’s own registered SIM, send:

PKC [space] 13-digit CNIC

Example: PKC 3520112345678 - send it to 8070.

You do not need to visit a bank branch just to start registration.

Which Bank Handles the Kissan Card?

Bank of Punjab (BOP) handles the banking side of the scheme, including financing, card issuance, and repayment-related matters. Do not apply through HBL, UBL, Meezan, Allied Bank, or another commercial bank.

Step 3: Provide Extra Information Only If Asked

Every applicant does not need a paper form at the start. If the Agriculture Department or BOP asks for a form or declaration, provide the requested details exactly as they appear in your official records.

This may include your CNIC, registered mobile number, land location, ownership/acreage, crop information, or a banking declaration.

Step 4: Your Records Are Verified

  • PLRA: land ownership and acreage record

  • NADRA: CNIC and identity

  • Mobile verification: SIM ownership

  • Banking/credit check: financing eligibility and applicable credit record

If a record does not match, correct that specific record before continuing. You normally do not need to visit every department separately.

How Long Does Approval Take?

Current public guidance does not guarantee approval in a fixed 7, 14, or 21 days. Processing can take longer if the CNIC, SIM, land record, or banking information needs correction.

Step 5: Collect and Activate Your Kissan Card

After successful verification and approval, follow the official SMS or call for card collection. Go to the designated Agriculture Extension Office or collection point mentioned in the instructions.

  • Take your original CNIC and keep your registered SIM active.

  • Complete any required biometric or identity check.

  • Receive the card and complete the activation instructions.

Keep your PIN and OTP private.

Step 6: Use the Approved Financing

Once activated, use the card only through approved dealers and channels for eligible agricultural expenses. Check the transaction amount and keep the receipt.

Step 7: Repay by the Due Date

Kissan Card financing is a loan, not a grant. Repay the used amount by the due date shown in the current BOP/Agriculture Department instructions. Detailed repayment points are covered below.

What Can You Buy With the Kissan Card?

Category

Typical Use

Seeds

Approved crop seeds

Fertilizer

Urea, DAP, and other approved fertilizers

Pesticides

Approved crop-protection products

Diesel

Registered outlets where the current cycle allows it

Cash Portion

Other eligible crop needs where the current cycle allows it

Earlier expanded phases included a 30% cash-withdrawal facility and diesel purchases. Do not assume the same percentage applies to every current cycle; confirm the active limit before using the card.

How Does Kissan Card Repayment Work?

  • Check the amount: Confirm the total outstanding balance before paying.

  • Check the due date: Use the date given in your current BOP record, SMS, or Agriculture Department instructions.

  • Use an approved channel: Repayment is handled through BOP-approved methods; field guidance has also referred to interbank transfer and Raast ID.

  • Keep proof: Save the deposit slip, transaction ID, or electronic receipt.

  • Clear previous dues: Timely repayment can affect access to financing in the next crop cycle.

Earlier BOP Cycle-1 terms listed up to six months financing plus a one-month repayment grace period. Treat that as earlier-cycle guidance, not a guaranteed deadline for every current cycle.

Common Problems and What to Do

Problem

What to Do

Land record does not match CNIC

Check the latest PLRA record and get the incorrect name, CNIC, ownership, or acreage corrected through the relevant land-record authority.

You are a tenant and land is not in your name

Do not assume a lease makes you eligible. Confirm the current tenant-farmer position with the Agriculture Department.

Previous loan is unpaid/defaulted

Check and clear existing bank dues where possible, then confirm financing eligibility with BOP.

Benefits of the Kissan Card

  • Interest-free financing: Eligible financing does not carry normal commercial markup for the farmer under the scheme.

  • Seasonal support: Helps arrange approved crop inputs before harvest income is received.

  • Digital verification: Identity, land, mobile, and banking records can be checked through integrated systems.

  • Registered dealer network: The Agriculture Department publishes district-wise registered input dealers.

  • Future crop financing: Timely repayment can support eligibility for later crop cycles, subject to current rules.

Frequently Asked Questions

Can women farmers apply for the Kissan Card?
Yes. Women farmers can use the Kissan Card if they meet the applicable land, CNIC, mobile, and verification requirements. Bank of Punjab has also reported financing provided to female Kissan Card holders.

Is there a maximum age limit for the Kissan Card?
Bank of Punjab’s published Kissan Card eligibility information lists 18 years as the minimum age and does not state a maximum age. Because detailed eligibility rules can change between cycles, applicants should confirm the current requirement if needed.

What if I send the 8070 SMS but receive no update?
First check that the SMS was sent from a SIM registered against your own CNIC and that the CNIC number was entered correctly. If your application remains unresolved, contact the Agriculture Department or the relevant Agriculture Extension Office for guidance.

What should I do if my Kissan Card is lost or blocked?
Contact Bank of Punjab as soon as possible and follow its instructions for securing, blocking, or replacing the card. Do not share your PIN or other card details with anyone. BOP lists dedicated customer-support and government-initiative helplines on its official contact page.

Can another person use my Kissan Card?
The card is issued against the verified farmer’s identity and records, so it should be used only by the cardholder. Do not give your card, PIN, OTP, or other banking details to a family member, dealer, or agent.

What if my registered SIM stops working?
Restore access to the SIM through your mobile operator where possible. Because the registered number is used for verification and scheme updates, do not simply switch to another person’s number without following the official process.

What if my land is in a non-digitized mouza?
Earlier Punjab Agriculture program documents included a mechanism to consider farmers from non-digitized mouzas. However, the current Phase-II public summary does not explain the exact process, so farmers in this situation should confirm the latest procedure with the Agriculture Department before applying.

Where can I get official help about my Kissan Card?
For registration, eligibility, land-record, or scheme-related issues, contact the Punjab Agriculture Department or Agriculture Extension Office. For banking, card, financing, or repayment matters, contact Bank of Punjab.
